Disney Animator Recreates Phillip Jeffries Scene As ’30s Fleischer Cartoon In “Who Is Judy?”

Disney animator Justin Weber turned one of his favorite moments from the new Twin Peaks, the return of Phillip Jeffries, into a vintage Fleischer cartoon.

Since Justin Weber started working at Walt Disney Animation Studios in 2013, he has contributed to blockbuster successes like Frozen, Zootopia and Moana. Though primarily a 3D animator, he’s a big fan of Fleischer cartoons from the 1930s as well.

“Things like Betty Boop and Popeye, where the animation is bouncy, musical, and imaginative, and objects are constantly coming to life,” he tells Welcome to Twin Peaks. “The new Twin Peaks evoked a lot of imagery from that era, like the Fireman’s palace and the song Señorita Dido’s listening to.”

Also, a talking tea kettle.

The reveal of Phillip Jeffries was one of Justin’s favorite moments in the third season. “I loved how specific, unique, and mysterious that imagery was, and I immediately wanted to make something inspired by that scene.” Having recently played Cuphead, a video game inspired by old school Fleischer cartoons, Justin started imagining Phillip Jeffries as a Cuphead boss. “I thought it would be funny to see the machine emitting smoke as a Fleischer-style character with big eyes and a mouth, bouncing to music and blowing steam out his nose like a cartoon steam engine. I also wanted to pay homage to one of my other favorite moments, Part 8, by playing with the editing and sound as a little surprise at the end.”

Justin’s wife, Salina Trevino, painted the backgrounds and the music is “Fun in a Bottle” by Kevin MacLeod. Enjoy this adorable homage… and maybe it will inspire you answer the question in its title.
