So, on the one hand we got Bill Hastings starting his "search for the zone" website in 1997, as a log of his quest for finding "the zone". On the other hand, Dougie seems to have been manufactured in 1997. What does this connection mean?
Has Dougie been manufactured by Hastings and Coop? Is Dougie a metaphor for Hasting's search (b)"log"? An experiment, perhaps?,like the Glass Box in NY?
I have a feeling that 1997 was the time Hastings met w/Garland Briggs for the first time. Somehow Dougie was connected to them, that's why his wedding ring ended up in the Major's stomach, which was found in SD later.
Hastings said that Ruth was very good at uncovering hidden documents, and that it was in these documents they learned that could enter this other world and meet with Major Briggs, (like as if the person who put those documents together knew about Major Briggs fate and where he was hiding/hybernating). This sounds like neither of them had met with Briggs before, or even had any contact with this other dimension before.
Still, I'm thinking something of importance happened in 1997, something that cought the interest of William Hastings or Ruth Davenport. A for William and Ruth, strange event that made them interested in the supernatural and that could have something to do with the creation of Dougie.
1997... could be when Doppel Coop finally realized he'd have to take drastic steps in order to stay one jump ahead of the guys back home in the lodge. It appears he's playing the long game, in any case.
Creating Dougie would possibly - very probably - cause a disturbance or two here and there.

The fact that Bill Hastings' coordinates were so close to Devil's Tower lends some credence to this idea.
As you know, Devil's Tower was the focal point for the meeting between mankind and the Greys in Close Encounters of the Third Kind. The long-ago-abducted humans that the aliens returned were all the same age they were when taken, very similar to Major Briggs' body not having aged in twenty-five years.
It could be that Bill Hastings, after the Phoenix Lights incident, became fixated with the paranormal the same way Roy Neary did after his encounter in CE3K, and started a web site to pursue his obsession.
The original script for CE3K called for the protagonist to be a disgruntled ex-Project Blue Book staffer. And we all know that Briggs was deeply involved Project Blue Book, too!
