While I agree we shouldn't discount anything, I'm not sure "who is the dreamer?" is a literal question to be answered within the story so much as something thoughtful for us to chew on.
I have kicked that around in my mind so much it has gotten kind of twisted and off the path of normal(?) thought. Dreamer... most, automatically think dreams/visions acquired while sleeping or daydreaming or meditating. WHAT IF, the Dreamer refers to someone like Martin Luther King? or since electricity is so intrinsic, a Visionary like Tesla or Einstein? I think that particular location in Buckhorn is a black lodge vortex. It would have taken anyone who arrived at the spot to the black lodge. This is similar to the coordinates provided by Maj. Briggs in the chair tube led to a vortex that goes to the white lodge. I don't think it has anything to do with the person who goes to that location's goodness/evilness. It's about the location.

But surely Andy is sucked up into the white lodge vortex (vs Sheriff or Bobby, etc.) because of the nature of who he is -- pure, good. Albert holds Cole back from being sucked up into the black lodge vortex. Why is Cole the one to be pulled into it? What does that say about his nature?

It implies that people who have a lot going on in their heads are more prone to blocking divine intuition than those who keep their head clear to receive it. Gordon tries to receive as much as he can, but he is a natural intellectual, as is Cooper, as is Hawk, as are the Trumans. Also, curiosity attracts the bad and the good both. Curious people have full minds.
Andy on the other hand has always been a bit slow in that area, making him a perfect receptacle for the White Lodge. He isn't mentally deficient but he is a bit like Dougie with motor skills. (I know that isn't really true because Cooper was apparently pretty conscious in the Dougie state. But Andy is more like what Dougie appeared to be.)

I think that's just a question of pacing. There's so much to be done in the next two hours, and putting them together for a reunion just won't push the story forward. Think they'll do it all in Twin Peaks.
Referring also to the Is Gordon Cole really deaf thread, there's definitely more about him (and his hearing aid) than it seems. Before Dale wakes up, Gordon seems to be able to "hear" the beep of the machines in Dale's hospital room.
However I find it hard to believe that the man who told his colleagues "Fix your hearts" (re: Denise) will turn out to be a bad guy. And I frankly have had enough of tulpas.
