There is also a list of at least half a dozen people (or more) who would have been happy to see Leo dead and been even happier to kill them himself. The mystery of who killed Leo Johnson is more convoluted than the original mystery of who killed Laura Palmer.
Perhaps who killed Leo Johnson can be the foundation for season 4. They could even give Waldo the back story and character development he deserved.
Waldo was definitely an underrated and unsung hero who never got the screen time he deserved. How many secrets did he hold in his little bird brain? I bet he had all the answers we have been seeking but stupid Leo robbed us all of this priceless information as well as the chance to know little Waldo in his infinite glory.

Once there he was seen by Leo who thus had to die. Cooper knew Leo and disliked him. Mr C took his dislike to a fatal degree. We don't know what he found that may have been of use but, it makes sense that Leo had to go.

Wasn't Kathryn unaccounted for in those woods for some time? She and Leo don't seem very compatible. Maybe there was history, maybe Shelly gave Kathryn the whole story at the fire, or maybe Leo just pissed off the wrong redhead on the wrong day. I've done that before.

Yes, but would Ms. Martell know how to "set her feet Bureau style," as Albert detected and deduced at the crime scene? She would also need "a low pulse and nifty marksmanship skills."
Catherine was pretty cold-blooded (just ask poor Pete), but I'm not sure she could put five shots "[p]atterned in a punctilious little circle around his heart, with one to grow on dead center."
