I have been under the assumption that the year events are taking place is 2015. Which makes the Dossier in the Secret History happen after what we are viewing. But with the dates in the dossier the Return could easily be 2016. Is there anything that confirms the year relative to the Secret History.

They co-wrote the script. There are some things in the book that likely won't be in the show.
Hastings driver's license and his stated age makes this 2016. Also a few of the dates mentioned in the show are of 2016. So in continuity for the show this is all happening after Tammy reads the Dossier.
The series of Twin Peaks is definately based in the months of September/October and before Tammy Preston as read the dossier in The Secret History and before Gordon Cole as looked at the dossier because of the reactions and what they say in the series would be different if they had read the dossier in my opinion. Tammy even asks who Philip Jeffries is in the series and yet she knows about him in the Secret History so if the events are after the archival document is found she wouldn't ask that question. That would indicate to me that the events happening in the TV series are September/October 2015 when they started filming the series.

8-28-16 is when TP is sworn in and given security clearance to B cases.
This appears to be Agent Preston and Blue Rose cases.
The dossier was found on an unsolved crime scene and is Major Briggs.
Where are you getting the year 2014? Sorry just finding that the dates in the Dossier would lead right into the September and October dates we are seeing perfectly if what we are seeing takes place in 2016. But if TP did the Dossier she would know who Agent Cooper was before seeing him in this. So what we are watching does have to happen before the Secret History but the two year gap is disconcerting.

I am more and more thinking this is 2016 we are seeing. But we will see. I am rereading the Dossier to see if Tammy should recognize Dale or not and I am very curious what unsolved crime scene the dossier was taken from.

It seems to me that I have read that the Dossier was written after shooting on The Return was completed. If so, then surely Mark Frost could have aligned the book with whatever was going to be in the series, right?
The dates in the original series and the Secret History place the murder of Laura Palmer in February 1989 and the events at the end of series 2 in March 1989. That would indicate that the date of the current Twin Peaks is September/October 2014. However, in Fire Walk With Me Agent Jeffries goes to Cole's office in February 1989 and then it is supposed to be a year later when the events happened in Twin Peaks which would make it February 1990. In that case we are looking at September/October 2015 when the actual show began filming. I think based on all the available evidence I would suggest that September/October 2015 is the best marker for when the show is happening though how that ties in with the Secret History documents of Major Briggs being found at a murder scene in June 2016 I have no idea.

The Secret History is about a Dossier found, so my reference to Dossier is the one talked about in the Secret History. The Final Dossier awaits.
