I believe this is the spirit of Margaret Lanterman's late husband who died in a, "fire."

Re-watching episode 1 I noticed some things.  What if the black figure is Major Briggs "head"?  Much in the same way the little man is Mike's "arm"?  The first appearance of the the black figure is in connection to the grisly murder of Ruth Davenport where we find the supposed body of Major Briggs replacing hers.  In this first appearance (in the jail), the black figure's body disappears, except for the head which floats away.

In the second appearance of the black figure, he shows up during the investigation of Major Briggs body by the Air Force.  If you notice, the black figure walks around the corner in the background the very moment that the Lieutenant tells Colonel Davis that Briggs head is missing.

Some interesting things to think about.

I suspect it's in connection to Major Briggs or Jeffries. 2 major characters that we haven't seen an incarnation of yet.

Does anyone know what the guy is listed as in the credits?  I couldn't find him, could he be unlisted?

I mentioned this on another thread, but the actor who plays him was interviewed and he said he has to remain uncredited because the character's name would reveal too much.

The outfit still makes me think the Lumberjack, especially with that hat, but that doesn't mean a connection doesn't exist; maybe in a way similar to BOB and Leland? Might be why he's -- if it is Lumberjack -- looking heavier than he used to.

I think he's the new BOB...or the evolved version.

Lynch said to keep an eye out for him and the actor said he can't be credited because his name gives too much away?

Like I posted before in the 3.01/3.02 section: below is a shot of the hobo from Lynch's 'Mulholland Drive' (2001). I say no match.

But...this particular dark figure is featured in Mulholland Drive as the incarnation of Patrick Fischler (Duncan Todd)'s fear-of-failure. William (Bill) Hastings, the principal, was very frightened, in his cell in 3.02, so he may have summoned his own 'fear incarnation'. 

'Our' dark ghost seems to have now walked from the jail section of Buckhorn Police Headquarters to the morgue of Buckhorn (Police Headquarters?). And is on his way out, apparently. Just like Mr. C....

All right, if not me, someone else will point it out. It has been confirmed by the actor who played the creepy dude in the cell that he wasn't in part 7 of TP. Therefore, it was someone else in that scene.

Now we know these kinda spirit-like beings are roaming in South Dakota and are in places related to Ruth Devonport's killing and/or Major Briggs' body.

I believe that these guys' story is big. Like, yrev very BIG. Let's take a dive here: "It is in our house now" -> "It can't all be said aloud now".

If "it" follows the astrological perspective of house meaning that it has to do with the "stars turning and a time presenting itself", it could be the same entity that prevented the giant from being more direct to Cooper in his visits bacn in S2. "I am not allowed to say more" -> "It is in our house. It cannot all be said aloud now". If the big spirits (at least the ones we think of as big roles at least) are afraid/dominated by "it", then I am afraid of "it" myself.

I think these spirit-like beings will play a major (if not the biggest) role in what is going on in the show, some entity bigger than all the spirits we know (even BOB). If there is a new entity in town, it probably doesn't fool around.

Maybe these are Mother's minions? Is she the one that's in the house? Some many questions! So many possibilities!
