The problem with it being Diane is that, from our perspective, at least, while we saw Diane discovering the coordinates for herself in the hotel bar, we only ever saw her send them to Mr. C after he texted her the ":-) ALL" message, which was after the scene where he said he'd received 3 coordinates.

Right. This is what is making my head spin. It would appear that Diane only sent him the coordinates from Ruth's body after Richard had died, because she is responding to the smiley face text.
Ray gave him a piece of paper that was supposed to have coordinates from Hastings' assistant Betty, but these could have been given to him by Jeffries, since it seems established the Jeffries did call Ray.
People have been thinking that the coordinates Jeffries gave Mr C were the same as those on Ruth's, but we actually only see the first few numbers and not the whole set. So, maybe it was instead to somewhere CLOSE to those, but not the same. Note that Richard died close to Twin Peaks (see: Jerry)
So, it would make sense to me if Ray and Jeffries were the two to give him those coordinates, and this was another plan to get him back into the lodge.
But then what was the third set Mr C referred to in talking to Richard, which again, appears to have occurred BEFORE Diane sent him that text with coordinates in this episode.
So, did he have another source for coordinates that I am failing to remember? Or is this the second set Diane has sent him? And weren't the ones from Jeffries supposed to lead to Judy?

The first time we see her texting coordinates, she mouthed numbers to herself as she typed in her phone, and then says "+2".
After tonight's episode, I now wonder if she sent Mr C slightly wrong coordinates…that would take him to the Twin Peaks area but not to the exact spot he's looking for.

Hmm... I thought someone confirmed it... maybe not.

Yeah there's something misleading about the 3 sets that I can't quite put my finger on. We know Ray/Teapot Jeffries gave him coordinates, and we know Diane did too, but the timing of hers is suspicious. That might suggest another source gave Mr. C coordinates as well.
If we go back to Hasting's testimony; we know that Ruth Davenport was with him, but it was Hasting's secretary who had the coordinates; not Ruth (though Ruth had them written on her arm). They sort of mention in passing that Hasting's secretary was killed in a car explosion (Mackley says this to the FBI team when they are being briefed in Buckhorn).
I guess the 3rd set came directly from Hasting's secretary. Mr. C must've obtained them somewhow, and we do know he was in Buckhorn when he killed Hasting's wife.
In ep12, Diane mapped the coordinates using her phone but I can't recall seeing her texting them until ep16.
