I wonder if the voice-over actor was an older David Bowie? I did not think Bowie would show up this season at all, but after this episode I am really wondering.

The audio is done by a different actor, he was credited only as "voice" and later confirmed on Instagram that he was Jeffries. He posted:

As for the video, it was a different take than the one used in FWWM, but it was not unseen as it was the take used in the missing pieces.
Maybe they couldn't get permission from the estate to use his actual voice? That didn't sound like Bowie's southern drawl at all. Seemed entirely superimposed over his voice. They didn't dub anything over on The Missing Pieces outtakes, though.
The rights to use an audio track from the film- any track or scene would be that of the rights holder of the film and related assets. At the time of the DVD release, the film was owned by MK2. I don't know if Lynch or MK2 or the original production company (CIBY?) own the masters and shooting material, but in any event- when you sign on to make a film, you sign away your rights to the recordings made of your voice and image during the production.
As Bowie was not able to shoot scenes or even record audio before dying, another voice actor was brought in to record Jeffries' new lines.

So is this definitely referring to the Ep 14 Jeffries scene? Or the part from Ep 1 (?) when Mr C is talkig to Jeffries? I don't understand why they would overdub the audio from the FWWM footage?
I compared, multiple times, the audio from FWWM (Q2 version so it's probably from The Missing Pieces?) with the one in #14, and frankly I can't hear much of a difference, apart from the #14 voice being slightly lower in tone (but it could have been a machine-made modification, why bother having someone re-voice it?)
I reckon they dubbed it for consistency, e.g. the guy's voice isn't exactly the same as Bowie's, so they had him redo a 'known' line with Bowie's fake thick US accent (where's that from, Texas?), then do a slightly different voice later on, so that if we start wondering if it's really Jeffries, we can come back to #14 and confirm that it's the same voice.
So yeah I guess it at least confirms that we'll hear from Jeffries again.

The video is actually from the Missing Pieces and a different take than the one from FWWM. In the Missing Pieces take he's saying 'that' not 'this'. The audio of the Missing Pieces resembles much imho to the Ep14 version, but apparently it has been dubbed for unknown reasons saying exactly the same thing. Strange. Maybe we will see more of Jeffries on old footage or with new lines (or solely his voice) in the upcoming episodes?

This episode was dedicated in memory of David Bowie. They have been dedicating the episode to the others who died after the person's last appearance on screen. So I doubt we will see Phillip Jeffries in that form again.

Erm, nope. The Log Lady and Albert have appeared in episodes past their dedications.

It would be interesting if we got something else than a phone call though, which is what I expect to happen, if we do ever hear Jeffries' voice again. Having a Woodsman lipsyncing his voice would be a pretty freaky turn of events.

Actually, yes.
The alternate take shown in Ep 14 flashback, with the slightly different line is not the one from Fire Walk With Me, but has been seen in The Missing Pieces. Bowie performed the line (at least) two different ways. The Voice over artist probably overdubbed Bowie for The Return to keep the sound consistent with some new material not recorded by Bowie, due to his unavailabity prior to his death.
Why was a different take than most people are familiar with used?
some ideas:
1) Lynch liked that take better in retrospect?
2) To illustrate that Gordon's memory of the event is imperfect.
3) The different tense fits the current storyline better.
4). Lynch enjoys giving fans small discrepancies to find and obsess about.
