It really ticks my wife off, but I've found that interjecting that overweight cop's ridiculously infectious, goofy laugh just lightens up whatever is happening at any moment in time.
I have a small theory that he's somehow a parallel to Heidi, the giggling waitress at the Double-R in Twin Peaks. Everyone (maybe not literally EVERYone) in Twin Peaks has some sort of weird alter-ego somewhere else.
