My first thought was that this is Jeffries, which somehow fits, because Bowie was bald after chemo , but it actually didn't fit, because Mr. C said that he missed him at NY.
Isn't this the first time Lynch didn't list an actor in the credits? He even gave them to the girl who played Mother, when it can easily pass for a CGI.
Is Mr C the one funding the operation, or is he merely the caretaker / the guy who gets things done?
I suspect the latter. Mr C is working for someone else who is far scarier.
I did wonder if Ben (maybe via Audrey) is financing the operation. One of them has been blackmailed by Mr C.
I think Mr C gets people to do what they want by digging you the WORST possible dirt he can on his victim.
The Horne brothers have done arguably the largest amount of internal change in the last 25 years, seemingly reinventing themselves. Sure, Ben Horne is still involved in the hotel business, but we no longer see him continually scheming to own everyone and everything. Maybe he learned his lesson when he struck out against Catherine, and having his dauther go into a coma.
And Jerry has gone from that insufferable weasel of a man in the original series to this sort of semi-lovable woods hippie (although, he does seem to be searching for and feeling the effects of contact with lodge entities, which is never good).
I thought Ben was playing the role of a tortured soul. He still wears his wedding ring. His only son is basically a vegetable. His only daughter was gravely injured, and has yet to be seen. And his wife, whom he ignored for years, now lives in some relative oppulence away from him. And for all of this, he was fighting his inner demons and resisting the urge to act upon his attraction to Beverly, who was also married.
This is a much more morally grounded man than we'd seen before. Sadly, it seems his will power is weakening. One suspects that what Beverly chided her own husband about "messing up" a few episodes back involves somehow taking advantage of Ben's penchant for womanizing. In some ways he's sort of like the dark counterpart to Gordon.

No, the woodsmen were not credited until part 8 and only one of them ended up in the credits. Also many background actors have not been credited.

They seem to have an identical hairline - not totally bald, but shaved tight. My father had juvenile rheumatoid arthritis like the actor who plays Charlie and his hands were similar to Charlie's. The person in the photo with Mr. C. seems to have the same right hand structure as Charlie. The darkness of the ear in the photo with Mr. C. seems similar to the pronounced shape of Charlie's ear.
It may not be the same guy, but it's fair to say there seem to be some similarities. Personally, I think it is the same actor. Maybe not the same character.
