My first thought was that perhaps it had something to do with Windom Earle or Philip Jeffries.  Or, you know, some other scientist/mad doctor we haven't met yet.

I swear, the first character I thought of when I saw Tammy's photo was John Justice Wheeler.  Billy Zane is even rockin' that zany bald look these days:

Yeah, and Mr. C's 'drug mansion' was in Brazil, the same place Wheller flew to in order to wind up the affairs of another business man.  Maybe this guy was employing Mr. C.  Wheller could easily be involved in criminal activites, necessitated by his work; and this would explain his ability to abandon Audrey, who was stuck alone with Richard(if this is in fact what happened)

This all would make complete sense for me, the dream of the 90's of triumphant capitalism that is going to solve all world problems, 'save the environment',etc., turns into a nightmare.....dont trust Zuckenberg, Bill Gates, Elon Musk, they sound friendly but have those surveillance boxes and employ a terror force like Mr. C....etc.

Guys, the TP Wikia synopsis says DoppelDale was inside the glass box in the picture.

What do you think?  There's a light reflection behind the back of his head, which means that that glass was behind him, but maybe that's the glass from the side of the box, not the front.

I totally thought he was inside the box but then reading everyone else's comments, I second guessed myself. I'm so glad you pointed this out, even if it isn't correct, at least I'm not the only one.

Just from that picture, there's no light reflection in front of DoppelDale, so there's no sign if he was inside the box.  But there's still a possibility that the glass on the front side of the box just happened to not catch any light.

Plot-wise, though, it is unlikely that DoppelDale was inside as he's been out in the world for decades, and is probably the person funding the box either to intercept the real Cooper coming back, or to catch the Experiment Model.

Exactly.

But also, I find it strange that after the horror happened with Experiment Model breaking out, the millionaire didn't cover it up and it became known to the FBI.  It's a secret high-tech project funded by a millionaire.

Yeah, I'm not saying it's official.  But sometimes they have useful infos.  They even made a timeline of all seas3 events, and the ones with unconfirmed dates are listed so.

Quite honestly, the more I look at the picture, the more obvious it seems to me Mr. C was outside of the box. If you look near his waist area, there is some kind of black metal framework of the box. It looks to be behind Mr. C and not the other way around. I'm not 100% sure because the image is pretty dark, the definition isn't optimal (I recommend to open the picture in another tab and to zoom in) and Cooper's dress is also black, but it looks to me as if we can see the shape of his body in the area in the circle and that wouldn't be possible if he were inside the box.

If you just look at the scene again, with more brightness in the monitor, you'll see that he is definitely standing outside the box.

Is Mr C the one funding the operation, or is he merely the caretaker / the guy who gets things done?

I suspect the latter. Mr C is working for someone else who is far scarier. 

I did wonder if Ben (maybe via Audrey) is financing the operation. One of them has been blackmailed by Mr C. 

I think Mr C gets people to do what they want by digging you the WORST possible dirt he can on his victim.
