Who is the guy in the picture with Mr C in the Billionaire.s attic? Is it the billionaire?
Why is MrC talking to him? did they both know Good Coop was going to appear in there or the Mother?
I couldn't recognise any past character or anyone on the list of "missing" actors...
He looks more like a scientist of sorts, he seems to wearing some kind of lab coat. I think the millionaire thing has received too much attention, it's just something we hear from Sam, when Tracey asks him who owns the place he says he's heard it's a billionaire, but it's too vague and it's something that you would say to a kid in charge of such a monkey job to just shut him up. It seems pretty clear to me the man behind it all is DoppelDale.
By the way, is it just me or there could be another guy? This is the picture I was able to get, but the hand location (look at the green line) doesn't look to be coherent with the guy's posture and behind him (red line) there's something that look a little like shaggy long hair (although this is a bit of a reach, more likely to be the outlines of one of those round windows on the box).
I thought he was a scientist too. And I thought DoppelDale was the millionaire. And what Mother is hasn't been revealed.
And no, I don't think there's another person behind the guy.

Green line is Dr's hand holding onto something. I don't see an issue with the perspective, but I can definitely see why you'd see another person.
I thought the guy looked like a Tibetan monk 😛 I can go with scientist, but look at bottom of his 'lab coat', it almost looks like he's got his knee forward like he's floating or resting on something
FITP, I do think that's his hand, but the perspective makes it seem a bit off. It feels to me like he would have his elbow resting by his side and then he sweeps his forearm to the right which creates a shortened perspective. The thing you see that looks like shaggy long hair looks like some bundled cabling. See attached from Episode 1.
I'm hoping we can revisit this story arc more closely. I've been itching for some development on it for a while. It is possible Mr C. is the secret Billionaire, but I also doubt Mr C. is a billionaire, despite his South American photograph (who knows if its even his home?). I feel like Mr C. could be working for the anonymous billionaire, but that the anonymous billionaire is someone that we already know. The man in the picture seems to be a scientist. I think he may also certainly be a physicist. Nuclear or electrical. Anonymous billionaire gives Mr C. the instructions to get this monitoring site set up, he does so, with the help of the scientist.

Why did the cameras trigger? Why was this picture taken? Tammy said it was retrieved from an early card but the angle and methods in which the cameras are triggered don't seem to add up. This image feels like someone has taken a sneaky picture from low down, and perhaps hidden it themselves for future authorities to find as clues. I'm just carelessly speculating though, don't ask for evidence!

Imho there's no such thing as a billionaire, or at least not necessarily, in the end it's just a vague thing Sam says "I heard a billionaire [owns it]", but that's it. Of course to put together all that stuff you would imagine some big money is required, but I think that even if there's someone financing the Doppelganger's experiment it's not necessarily an important character/thing for the whole plot.
I think it's definitely more interesting the thing about the picture. Was it taken to somehow mislead potential investigations? Other things that I'd really like to know about the glass box plot: why did they leave it without any surveillance the second time Tracey goes there? I guess they knew something was going to happen that night but was the presence of both Sam and Tracey (and their intercourse) essential for that thing to happen? It would also be interesting to know more about the guy Sam replaced, as apparently he survived the job and saw something in the box but according to Sam he didn't (or couldn't) tell what. Maybe there wasn't really another guy before Sam and he was told a story by someone working with the Doppelganger so that he could take the job seriously, but I'm intrigued.
I thought the cameras took picture (or video actually) of what is seen, like motion activated. Maybe it triggers only on certain dimensional / psychic phenomena (like the Experiment), but maybe it's just if something regardless of how corporeal is in its line of sight. IIRC that's why it is peculiar that the side cameras didn't pick up on the Experiment because the glass box seems to be composed of numerous layers (which we saw when Cooper was moving backward and forward at defined increments). Presumably those cameras would have picked him up from the side at some point as well. I suspect the 'review' of the SD cards is not complete, hence why they can conveniently trickle in photos/evidence to hinder/advance the story.

It's most likely the cameras are taking several photographs each minute, and not video. The cards Sam pulls out and saves are for storage, and in order for the storage to fill up it would have to be continuously on and taking pictures. It would also explain why there are so many cameras; not necessarily for the angles, but set up so the view would capture most of what's inside the box, while taking into account the ideas that a) a camera could fail or b) the cameras fill up a card and for the moments it takes to put more storage in them, other cameras are still going.
It's more likely that the photo Tammy finds wasn't taken by one of the cameras set up, but indeed by a third party, as suggested by SomethingVague. Jefferies or another party who knows about Mr. C is most likely trying to thwart Mr. C, much like how Gerard/Mike was attempting to thwart BOB in FWWM. We know BOB can possess, but we also know that those in the Black Lodge and Red Room can manifest within our realm. There's always the chance that most of this speculation on ANY subject matter will remain unresolved, much as some concepts from the original run. We'll just have to see!
Yeah, that makes sense that they are recording. It's unsupported speculation on my part, though, that an observer is required in order from something in the box to be recorded. That is, the tree would not make a sound if there's no one there to hear it. That's counter-intuitive, but maybe not in a quantum or multi-dimensional paradigm.
I might have to rethink why I believe that, but I think it was related to the strangeness of the picture of the Experiment/Mother only being recorded from the front (that happened, right?) which is opposite of their eyes, but not from the sides (which I assumed was because no one was sitting on either side), even though it should have been able to capture a side shot, even if the box has partitions/layers as seemed apparent when Dale was moving in it.
My first thought was that perhaps it had something to do with Windom Earle or Philip Jeffries. Or, you know, some other scientist/mad doctor we haven't met yet.
