It's too early to say, but it's possible that he works for the millionaire who's also paying for the glass box observation.
....and the billionaire is some kind of tyrant ('just hope there is no such man in your life'). We are in Vegas so this money could be gambling/drugs/sex/crime-related. Is there meaning in the fact that Sam and Trac(e)y are killed by the 'glass box ghost creature' while they are about to have sex?
I believe, and I may be proven wrong in a later episode, but since he's in Vegas the "she" to be hired was Jade. In Part 1, Mr. Todd hands over crisp stacks of bills. In Part 3 we see Jade folding up a very smooth and new-looking stack of bills after her tryst with Dougie Jones. And so I would conclude that Mr. C was the one funding the operation to intercept Cooper when he returned and take him out.
