There's the connection that Theresa had a letter under her fingernail and Coop was on the hunt for more. He maybe was on a mission of inspecting murdered girls within some criteria. He could've made many stops in the PNW.
And wasn't there a third letter... I remember they worked out that it was leading up to Robertson, "BOB", right? I forget where all letters were found
Didn't they find one under Ronette's fingernail?

Once you get Teresa as a Blue Rose case, you get Laura - both dead, wrapped plastic. The more puzzling question for me is how Gordon knew Teresa was a Blue Rose case. He presents Chet and Sam with Lil before they even go look at the body, and so on. (Also, more generally, wtf is up with that scene? - I think I tended to accept it without thinking about it much, but now The Return has me thinking more deeply about everything)
Anyhow, third letter was under Maddy's fingernail, no? And/or was there one under Ronette's? Is it time for me to watch the original series again?
Found this on google.
Teresa was 'with a T'
Laura had the letter 'R'
Maddy had the letter 'B'
and Ronette had the letter 'O'
I also personally believe there was an 'E' murder
between Laura and Maddy that went undocumented.

I do not attest to its accuracy or truth.
An 'E' murder in between Laura and Maddy? Hm... Why think this?

Not my words. Came from the website but I thought it was kind of an interesting idea. Perhaps there is another victim out there if BOB was truly trying to spell Robert.
OK, I got it now. The original poster you quoted from the link seems to have made a mistake, and recognizes it down the thread.
Teresa: T
Laura: R
??? : E
Ronette: B
Maddy: O
This would be spelling Robert backwards, which, cool. But then, the E would have to be between Laura and Ronette.
I'm also not sure if this post is getting it right, so I may look for other sources to verify.
But, if he is spelling Robert backwards, that would indeed imply a missing victim with an E. It would also indicate that Teresa was indeed his first kill.
I think this verifies that Ronette was B and Maddy O:

I have always assumed that the letter was placed under Ronette's nail on the night that Laura died, which is making me rather fascinated about this 'E' business...
Sorry, I should have put it in quotes and italics or something.
Please do check it out. Like I said, I don't vouch for accuracy. ?
I think we were posting at the same time. If you missed it, see the link to the wiki above. Ronette was B, and Maddy was O. So the order would be as I listed above.

Nice! So there is an E and another R missing?
Albert (S02E03) :
"The Ietter B from Ronette's finger was cut from a copy of Flesh World.
It's a perfect match."

Leland picked Teresa (1988) and Ronette (1989) in Flesh World magazine.
Maybe he picked the letter "E" girl in the same magazine and the body was never found.
You all seem united on this so I'll double check but I would've been certain that he did not find anything under Ronette's nail. It's like episode 1 or 2, Coop goes to the hospital, asks the nurse to see Ronette, inspects the fingers and...bubkis. Ronette does mutter some crypticisms. Later we see Jacoby for the first time, he has those goofy ear plugs and wants to join them at the morgue. No-go. Then Coop finds a letter under Laura's finger, and is excited. That is the first we ever see of the fingernail letters. But he checked Ronette first. No?
Does Ronette make with the letter some time later? Also, she wasn't killed, so....
Well, I'll just due diligence this thing.

Yes season 2, episode 3 (beginning of the episode) :
Ronette pulled out her IV.
I just gave her a sedative.Looks like dye.
- Harry, give me a hand.
- What's this?A littIe chloride.
Spray her finger.AIbert, get your microscope.
All right.
All right, Ronette.
Breathe, now, honey.- He's been here.
- We have a 24-hour guard.Harry, he did this.
And he tainted the IV.Maybe she saw him.
well I'll be damned,
Leland recognizes the Bob composite drawing (S2E2), Maddy has her (first?) vision of Bob, and then someone sneaks in to finish Ronette off (S2E3), placing a B under her nail.
Oh - or as mentioned, the letter maybe was there since the train car... But it is the same hand he originally inspected. it's a mystery. how unusual.
Hm... I had forgotten about this evidence that it was placed under Ronette's nail later.
Did he maybe put an E under Jacques's nail?
