Coop playing with the green jacket sleeve

At first I pondered why he'd be doing that, but then at one point while the guard talks to him, he lets go but with his hand still hidden, giving the look of a missing hand ( the left one ). Possibly part of him has remembered someone missing an arm.
  We also notice Coop's mind has latched on to the guard's badge. More clues for his subconscious to work on.

I kinda thought he was just trying to get it off, as though he dimly realized it was not really his....either way, any hope of neurons firing is just great.

It has to do with hiding the left arm, weak arm, under the green(nature/government/power, what is 'out there in the woods' we encounter with our desire(red)).  The clues relating to the arms are found in Red's intimidation of Richard Horne.  Red first tries to scare Richard by proving that he is already in with his lady friend, and that he laughs about how he loves twin peaks(probably he has been treated well there with his power and money, maybe even by Shelly, who was wearing the closed gold ring around her neck at the diner, safe to say that it is highly likely that Twin Peaks as a community/government/background to provide for people(green) has been influenced by and taken by Red, who capitalized on his presence during the blue song in episode 2).  After hearing this, Richard cracks up after he surveys the room and sees he is overpowered, he starts being hit by the drug and shows weakness, that he is shaken and the thought of Red and his group taking control of his power and enjoyment(tyranical father and mother-laura together, also hinted at by cole with the wine girl and diane linked to a extra-legal criminal government 'behind the scenes', which spooks albert). Right after this, Red shows his left arm and say 'have you every studied your hand?' he then throws first a left punch(source of surplus-extra power), then a right(assertion of stable conscious power). Red follows by then asking Richard 'are you still in', and finds that Richard has recovered and was only momentarily shaken, after which Red starts stamping his right foot and has a problem with his liver(he has not broken the core of Richard and was hit by his left arm) followed by his putting his hands behind his head like he is under arrest by Richards assertion, that he has been weakened.  Red then becomes more brutal and direct, humiliating Richard, sealing it with the magic trick which takes the silver coin from Richard's right hand.  What Red knows that Richard does not is the black circle with the white background, that reality is controlled by something infinite, power can be attained by 'magic', which is why he wears black and white only, he knows of the black circle that Mr. C was looking for with his playing card, and which terrifies the las vegas manager into suppressing his desire and remaining under Tyranny of leland-father and laura-mother.

     The right arm engages consciously, is strong-stable, which leads to unexpected clues and obstacles which are dealt with by left arm, which provides the surplus-extra to elevate to infinite.  The left arm relates with the infinite-red room and as such is a source of strength and weakness(since it can tear you apart, nothing is certain or stable, always open, obstacles etc.), it is a way to follow clues which lead to new truths or an overcoming of obstacles, thereby upsetting reality; and since it is of such an importance, the left arm creates a golden excess(dancing, etc.) in the process, a dancing which can turn mad and monstrously excessive like Bob, and this is why the one armed man cut off his left arm which said Mom-Laura on it.  Cooper cant intervene in reality, and is acting like ET because he, like the one armed man, has been touched by the evil of the golden excess and was trapped by Laura for 25 years, and he now fears the arm and the destruction that unrestrained gold-surplus-enjoyment leads to. This is why Cooper is trying to hide his left hand under the green(home, nature, government which will provide good life, and causes, etc, cooper listens to everyone and is led around)

  Cooper worked on the case files and uncovered the conspiracy of the insurance fraud, thereby asserting the green(law) limit to the Gold surplus(notice that the company is named lucky 7 insurance in silver letters, silver surplus-power which insures that golden surplus will flow, they can keep hitting jackpots, thus the corrupts agents guarantee excess money).  The golden shovel of Jacobi shows that surplus as unrestrained and desired directly leads to shit-brown, feet stuck under, which will have to be shoveled out of to the top again, on and on forever.....thus Coopers drawing are of ladders and stairs that connect people and lead all the way down, and the cop uses a ladder to find Duge luv's plat on the roof of the house after the catastrophic explosion that left three people dead, and the kid hit by Richards raging uncontrolled shit-surplus, notice he is wearing a brown jacket).  Golden surplus as directly desired (orange, mixed with Red) always leads to shit(brown), as it did with Mother Laura.

  Well things are looking good and bad, while Red seems to have gained a tyrannous stranglehold over twin peaks(after taking over in the world of blue, seducing shelly while james was dreaming of the past, Red is the left hand James never found, because of his 'bookhouse boys' approach).  Red desires beyond all bounds directly at the level of the infinite, surplus at the expense of the green etc., he thinks he knows a secret, but the end is always shit.  Example kids cant run in a park now, which is why the gold and white/black in the truck drivers car hints and the end-limit-electric transformation of surplus(to be gained by dealing with the obstacles found in the green, which is why Carl who desires green(sitting on a Red bench and looking at the trees, getting spooken) and was in shit, now sees Gold, he is getting surplus by fixing the green, has a cause, law, etc., surplus from this, etc. which can also be excessive by the way. Red will implement power in the 'green' that will further destroy the community and its ability to desire and live with good conditions(community, law, services, etc.).

 On the other hand there is good news, Cooper has raised his left hand in a fighting stance after cracking the insurance case and seeing the boxers white and red poster(there is electricity in his desire).  Cooper is no longer trying to hide his left hand.  Also, as in the red song from episode 4, surplus is incorporated with limit(it turns to blue, falls to be true desire, recognizes importance of it all, its devastating import to reality), in this episode this is shown by Janey E who has gold-money in the red purse (surplus inside desire) and strictly limits this(green law) based on the injustice (class antagonism of 99%, kids getting killed, etc.) unrestrained surplus creates.... things are overwhelmingly, but not only, bad......

Marketing: 7 is considered a "lucky" number by lots of people. And an insurance co. in Vegas, people would see the name and associate "getting lucky" from the insurance, a pay-out.

Right, I associated it with the insurance scam because when Dougie-Cooper first came back, he was still stuck in Laura-surplus mode and just hitting jackpots, the first one he saw was 777.  Also the silver lettering of the company is associated with the silver-power of 'silver mustang', the silver nugget in Argentina that Mr. C creates, the silver shirt Mr. C wears, etc..., hinting at  the association of unrestrained surplus-gold being backed, insured, up by tyrannous power (beating, mafia, the dwarf killing the mafia woman, tyrannous military government etc. destroying the green, creating 'evil in the woods) and this theme was hinted at throughout the series and dovetails with other ones....also the boss has a gold idol in his office and tell cooper to 'not tell anyone' and 'let him handle it', hinting at a possible cover up, although the way the boss reacted indicates that he may be genuinely concerned, but may be corrupted later anyway. Also, the episode was about asserting authority and the backlash or cowering(like the guy in the vegas office, who reminds himself of the power of the black atom he is hiding from, what Mr C. wants) and the effect of all of this on the 'green'(community, law, etc.), and this connected with the theme of an authority figures going to excesses(gordon cole with the wine woman, diane at the bar with the finger nails and 'jewel' like clothes that hint at being in with deep government tyranny), which makes me not want to trust the boss at the company out of personal dignity....

Thanks for pointing this out, I completely missed this.  From what I can tell as of now, this is a great clue to the meaning of white/black and electricity.  Mr. C, the cowardly manager in Vegas, people at 'deep' levels of power, etc. all know about the black as a closed circle, surrounded by white (the white light is electricity in the trouble song and Mr. C's phone call in prison.  Mr. C told Darya, I want(desire/red) this, and showed the card with the black circle variation with white background.  This is sort of like a closed atom, the one found in gold-sleazy-dougie's head, off of which came the terror-silver-white-black apparition similar to what killed the kids in new york and what the device in argentina turned into. 

Now there is the topic of limiting surplus-gold with blue in shit-brown and getting surplus as fire from red/green ethical cause when carl sees the yellow fire go into the blue sky after sitting on the red bench staring at the green trees, shortly after being in shit-brown and complaining about the government-state-of-the-world(background which provides a place for kids to run).  Also the truck driver had gold next to white/black and found surplus in the simple gesture of making an mannerly gesture of allowing the mother and kid to go ahead. Thus, the white cut into the black atom is a spliting, a voiding of a solid infinite reality which can be controlled and utilized (dwarf/ET cooper will be coming, etc.), the charachter Red knows this more than richard who just discovered black(his new black truck after his broken down white truck, electricity, etc., failure to create, closes into personal property infinite destruction, etc.).  The cut, negation of the black atom with white(the infinite is not solid, but open to our interventions, red room as a manifestation of the infinite aspirations of people in the finite world) allows the ethical act, of which cooper is seeking to actualize by looking at the green, what the world is following, etc....

The 7 reminded me of a mountain top - as in one of the twin peaks.

Also, Cooper messing around with his sleeve - it made me think of the scene from TPFWWM, where Phillip Jeffries is recalling his account of where he's been; the part where 'the arm' says: "This is a Formica table. Green is it's color." Coincidentally, Gordon's office is on floor 7 of the FBI building.
