Those pages look quite new to me, not 25 yo inside a toilet door with probably a lot of humidity ruining them.

Exactly. It wouldn't make sense. Bob/Leland & Mr. C didn't put it there. Also I thought LP's diary had white pages? The papers Hawk found were yellow instead.
I'm glad Hawk is unfolding pieces to the case. He's an integral part to the investigation.

Paper turns yellow with time... 25 years is quite some time.
Confirmed: It's Laura's diary.
As you can see in the picture is written "Oh Annie" (I took it from twitter.com/argtwinpeaks). There's not doubt about the link between the appearence of Annie in the bed of Laura in FWWM and the discovering of Hawk.
I definitely thought it was pages from Laura's diary as well.
Perhaps they were not destroyed because part of Leland wanted to be caught, or did it to taunt the police. Killers deliberately leaving clues is not without precident in the real world... the Black Dahlia's killer did, for one, and Lynch had once optioned a Black Dahlia book to make into a movie.
I'm going to guess, as others have, that Leland put them there. He was not a doppelgänger, he was Leland with BOB inside of him, and he had moments of lucidity. I think he stashed them there in one such moment... a nice way for Lynch and Frost to give the character some redemption in the future.
If it is (and it looks like it is) some pages from Laura's Diary then surely Hawk will get in touch with Gordon about them. Especially if they do contain Annie's message.
I fear that the Dale and DoppelDale showdown will be the finale of the 18 episodes though.
The DoppelDale already has sent some sort of plan into action with his phone call and I don't expect him to remain in prison for much longer.
Hopefully we still get good Coop back for a few episodes before the showdown and he can do a bit of investigating and interacting with people in Twin Peaks.
Of course I could be wrong and this story thread may end in part 9 (the original end point).
Just thinking out loud here, but one possibility is that bobby briggs hid the note years ago. He was Laura's boyfriend. And he works in the station now. He may have forgotten he ever did it.
Hi, someone on another forum had a close up of the notes and one could make out what looked like Oh Annie, although the Oh wasn't as clear as the Annie. As the concept of time seems to have been disregarded it's hard to know when they were put there and by whom. My guesses, least to most like for me are Leland, Coop, or Mike (Philip Gerard). Not sure, but it could be someone else...
The bathroom from 25 years ago where The One Armed Man has his freak-out has at least eight stalls and is pretty large overall. The bathroom where Hawk finds the mysterious papers has two stalls and is cramped. It's a different bathroom.
However, the very first time we see Bobby Briggs in season 3, he's in a big hurry to get away from the Sheriff and into the bathroom.
The thing is in Laura's Diary the only pages that BOB rips off are the ones were she mentions him (at least that's what they hint). Also, in the series they do find the missing pages of Laura's Diary, so it would be a very weak link if they 'somehow' missed it. Annie wasn't even introduced at this point in the show where the pages were found.
I guess they will be Laura's diary missing pages, but I hope they come out with a good explanation.

When you read it, there is no mention of the events in FWWM, (I think it came prior to the movie IRL), either way that would be would be why there is no mention of Annie, but perhaps to your point. . .
Ho would Laura have known who Cooper was (by name). let alone Annie when it was written?
there have been plenty of messages, warnings, clues etc., given by unique methods and messengers. Laura's Mom, the Bellman, signaling the Air Force, even a log. . .
So trying to figure what and how may not be the best course. . .
Regardless, I'm near certain it will support "Hawk if I'm ever lost, I hope you'll be the one they send to find me"
That's right, in the last episode of season 2, Hawk mentions that Glastonbury Grove is where he found the bloody towel and the pages of the diary. So it doesn't make sense that Leland put them in the bathroom door.

Yeah, well. The thing is by the time Laura has the dream with Annie, the pages have already been torn. So, there's that.
