the whole situation heavily remindes me dark tower's s*it - multiuniversal time-flexible loop and strange guy returning here over and over.

also, in order to answer this question we have to understand the point of all those big guys - fireman, briggs, phillip jeffris and co; mom, experiment, judy, bob, mike, phillip gerard, woodsmen, tremonds etc. what is their mission, goals and intentions of their strange and sometimes complicated activities?

She definitely tells Cooper something he doesn't like the sound of. My theory, after watching the final, is that she says something to the effect that that they are caught a infinite time loop that they can't get out of it. Cooper only realizes this after she says it, hence the shocked look. The fact that they are back to that whispering scene in the lodge at the very end, to me means, Judy won and they are caught in an infinite loop (think Philip Jefferies symbol).
What's your theory of what Laura whispers?
Something along those lines. Possibly a warning to give up his futile quest, as I believe the Fireman told him. I think Coop may have had a chance to get back to a normal kind of existence if he'd not tried to save Laura again and again.
Or, as Briggs would probably say "Quit while you're a head".

And he does say that we are inside the dream when his head appears over the screen in sheriff station scene
I'd love for someone who interviews the actors to ask what was said/heard in that scene. Perhaps something like "whisper whisper whisper whisper."
