From what I've heard, not so much. According to the folks I've talked to, the purpose of the Final Dossier is to make a link between Seasons 2 and 3.

Our questions will never be answered. Each answer opens 12 deeper mysteries.
Expecting answers leads to the embitterment we can see from a few posters.
Sure it can link the two seasons but I think it will give some extra info.
If it is true that Lynch didn't read TSHOTP before doing Season 3 I doubt there will be much to answer the questions the series has left us with in the Final Dossier. Willing to be surprised though!
I don't expect it to shed much light on the biggest mysteries (i.e. everything in Part 18), but I do think it will tell us something about Audrey. When you're a major character from the original show, barely survive a bank explosion, give birth to the spawn of Satan, and eventually land in some mysterious nowheresville, you pretty much have to be in the book. 😉
I wholly expect some things from season 3 to be touched on, at the very least. The PR blurb on Amazon says as much:
"The Final Dossier tells us what happened to key characters in the twenty-five years in between the events of the first series and the second, offering details and insights fans will be clamoring for. The novel also adds context and commentary to the strange and cosmic happenings of the new series."
Plus, I expect this was written after at least the vast majority of season 3 was written, since that was true for the Secret History (for those who missed the clarification on Reddit: although Lynch hasn't read TSHOTP, he and Frost wrote all of season 3 before Frost went to write it; any script changes Lynch made after that point were still sent to Frost floor review).
Im looking forward to reading it. The Secret History gave some sneak peaks into what to expect of The Return.
I have no expectations other than the joy of continuing the twin peaks saga. Even if only for a day or so 😀

The best theory I have about Audrey is that she had no participation this season except being Richard's mother, just being quoted, on the plus, she was playing the actress herself, where Charlie was probably David Lynch, the scenes that they star in would she be the actress wanting participate in this season and Lynch arguing with her about it. when she wakes up she is in the dressing room still without makeup and indignant that she did not participate in the season. It is the best way to interpret all the scenes that she appears.

I agree with this - the format could be each chapter of the book could be a section just like all the Parts were for the show.
The discussion would naturally range well beyond Twin Peaks - all you have to do is glance at The Secret History to realize that - but I think it would be fun!

The Secret History of Twin Peaks gave us insight to the Blue Book Project. It also helped piece together a lot of season 3. Particularly the sections pertaining to Parsons, Crowley, Hubbard, and the references about the Moonchild. I suspect the final dossier will cover the Blue Rose Project. Which should focus on characters like Lois Duffy, Teresa Banks, Chet Desmond, and many others we may or may not be familiar with. It will probably deal a lot with Philip Jefferies as I assume the dossier was complied by him and possibly Gordon. We could find out more about Cooper's plan from 25 years ago.
