I would say that Cooper in Odessa is not good Cooper or evil Cooper, but he is sort of "night Cooper"--traveling in a shadow realm and definitely off the books as an FBI agent, even though he goes about flashing his card to get results. He's totally focused on Laura and not on the matters of the law during that time.
