I think it's a completely different guy, though with some similar features. But look at the noses- way off there. One hooks down- the other pushes up. Also the length of the nose is not the same either.

For the left arm it's probably the rigidity of a dead body.
The belly is indeed very strange.
He died with the bullet in the skull, just a little hole in the forehead, but the back of the head is for sure exploded.
The belly seems exploded too...with another weapon ? (he looks like have received a volley of buckshot). Maybe wounded somewhere else and killed in the armchair.
Or...is it garmonbozia puke on the belly ? Like Dougie and MrC in part 3.
After all, there is a pole #6 in front of Carrie Paige home.

A single shot in the forehead like Ray at the Farm. Back of the head exploded like Mr. C at the Sheriff Station (Lucy's shot). Open belly wound like Mr. C (as seen in parts 8 and 17).
As far as I know everything that happened before Dale/Richard left the motel could all be the dellusion of an injured brain (a dead man's dream). The nuclear blast in part 8 was the bullet entering his brain.
