Here are some of the facts about the whole Billy thing.
You have the girl in the roadhouse talking about Billy, but she couldn't remember if her uncle was there.
You have the angry honking car woman talking about visiting the child's uncle. Child is unrealistically ill like a zombie (like the jail guy). Uncle could be billy, could be jail guy, could be anyone.
Audrey talked about a dream she had in which billy was bleeding from his mouth.
Charlie spoke with Tina who was the last person who saw Billy. He refused to tell Audrey what on earth had happened.
Chuck stole Billy's truck (and incidentally someone nearly ran him off the road).
Andy meets the farmer who said someone stole his truck. The farmer never turns up to speak to Andy.
Bing (guitarist/lynch's son) calls out for billy/asks where he is in the RR Diner.
From all this there's no conclusive evidence that the bleeding guy is Billy, other than the fact he's bleeding from the mouth.
There does however seem to be a mystery there for solving!

Fairly confident in saying it is not Billy for various reasons, but the biggest may be that I don't think anyone can see/hear him but Chad, as some others have already suggested on this thread. Two ideas that may not be mutually exclusive: 1) That the Drunk is a tulpa unintentionally manifest by Chad's shitty spiritual energy; 2) That he is a Woodsman in-becoming. ::shrug::

Maybe he is the manifestation of Chad's true self, nasty, pussy, drooly, annoying.
Did anyone else notice that although Chad saw and heard him, he never really referred to him like "Hey, Andy, get this crazy diseased zombie guy outta here before he get some of his goo on me." "Hey Bobby, Hawk, can you take this irritating guy that mimics everything I say is probably infectious somewhere else. He's really getting on my nerves."
