I have wondered about this too.
My deep analysis:
After they left her house, I assessed the question as "Hi Mr. Policeman. Have you found the dead guy in my living room that I reported missing so nobody would come here looking for him and find his dead, bloated body on my couch."

Yeah, none of it really made sense. And you know that had stink to high heaven.

She clearly is expecting some type of law enforcement when he arrives. I assumed this question was related to the dead body somehow. Perhaps did you find the killer?
This is clearly Season 4 stuff, if they ever do one. It seems to me the entire sequence from Odessa on is setup for further episodes or a movie.
For me bigger mystery is that Cooper didn't expect her. Look at his face before he knock. He looks like, he is coming with bad news. Like son died in a war and someone is going to tells that to family.
I suppose they could mine it for material, but to me it was all part of how sh*tty Carrie's life was, involved in who-knows-what with some highly questionable characters. "HIM" is likely just some other unimportant sleazeball involved with whatever went on there. It's probably drug-related.
Seems that Lynch and Frost wanted to show that dropping Laura in another universe with a new identity didn't change the kind of negative energy she attracted.

Carrie's dead gentleman to me fits a long standing pattern of Lynch's in that whenever you drop in on the lives of real people, whether they're stuck in traffic behind an errant fired gun, or you're sitting at a busy diner when a man bursts in with a question, or you're trying to get your one armed man to identify his old 'familiar' by withholding chemicals but the damned lobby is full of uniformed peoples bouncing little rubber balls... Whenever you drop in to peek at a slice of someone's life, there's a decent chance that you're gonna wander up on a scene that is bizarre, unexpected or downright messed up.
On a side note, I find this to be an absolute truism. I met a craigslist seller dude at the Home Depot the other day and ...wtf????!!
