It's interesting how much everyone seems to be assuming JUDY is an ALIAS for someone who we already have a name for.
Why wouldn't we assume that she's a lodge spirit like MIKE or BOB?
That's my vote.
It would explain:
-how she could have been with any of the (suspected of being Judy or not) characters
-how Jefferies met her (either through an inhabited person or in a lodge)
-how either good or bad Coop had met her (but not known!). No one that knew Leland was aware that they had met BOB.
It was similar in the original TP with BOB's name being tossed around and the audience left to wonder who is BOB?
JUDY is a lodge spirit. I don't know if she's been inhabiting someone in Twin Peaks, or hangs around in a lodge, the red room (angel that visits Laura at the end of FWWM?) the mauve room (american girl?), above the convenience store (Mrs. Tremond etc.) the bosomy woman, or what???
I think there's a pretty good chance she's inhabiting Jefferies. His speech and behavior does mimic certain ways Leland and Philip Gerard would go in and out of their possessions and demonstrate total confusion.

Ferguson (Special Agent Randall Headley) & Grace Zabriskie (who plays her mother in this movie too)! Wouldn't it be wild if Twin Peaks' elusive Judy turns out to be played by Sheryl Lee?!

'Bosomy woman' did talk backwards and Cooper has now met her.
Clerk stated that a female left something for him, but it's after Jeffries asked him about "MISS Judy".
Let's get real - Judy is really SamXTherapy, who was a meta-construct within the film but Lynch created an alter-ego (that of a Northern-English musician) to start interacting with fans. It's a nod to Bowie, himself an English musician and who appeared as Jeffries in FWWM, hence the avatar (it's a clue).
SamXTherapy will shortly post a selfie of himself in the red room just before the episode airs. Then a live video will play, in which he'll say "Yes - I am Judy", then the man from another place will start dancing around him to Laughing Gnome, spliced together with an extended version of You Little Wonder.
