I don't think so. Not sure of whom she might have been speaking. My mind actually went to Briggs, but I don't think that is a real possibility.

And wasn't Listening Post Alpha on Blue Pine Mountain (SHOTP, I believe), which would indicate Briggs?
Or could it be Andy, now taking on the guardian task in the lineage Doug Milford - Major Briggs - special agent Cooper?

At first I thought it odd that Hawk didn't call for help when Margaret said she was dying.
Then I thought it odd that Hawk declared Margaret dead to the others at the Police station after their phone call.
Not really regular storytelling, but hey... It's Twin Peaks.

Could Freddy Sykes be the Moonchild without himself knowing? Heck we all expect Freddy to take out Mr. C (plus Mr. C junior?) as soon as he/they get to Twin Peaks (via Las Vegas)!
And aren't there TWO dates on the note that Briggs left in the chair-device: '10/1' and '10/2'? So this could mean in either episode 16 or in the double finale 17/18 we will see the sherrifs returning to Glastonbury Grove at 2:53 once again?

I don't think she called him for help, she called him to say goodbye and give him some last advice and direction. In the call she even said death was not an end but a change. She was passing peacefully at home, I think Hawk knew she preferred it that way.
The Log Lady already told Hawk 'Laura is the One'. Why would she now suddenly be referring to someone else?

It may simply be after he was told by a paramedic, or a friend who might have been staying with her. Or maybe he went to her place after the phone call to check on her, I don't know. Nothing implies he came right after the phone call.
BTW, a tiny detail -- not important but I'll mention it anyway: there was a theory floating around even recently, that Hawk in Part 2 was around Glastonbury Glove possibly on October 2 at 2:53, but this is contradicted by the fact that she called him for the last time here. If one could have theorized that all of her calls took place in a different timeline, her passing is clearly implied to be right on October 1st. So the scene in part 2 couldn't have happened later than that.
