Might the man in jail who is burnt and leaking some kind of oil in fact be Sam(son) Lanterman, the Log Lady's husband? Arrived via some other porthole?

He's named as the drunk in the credits.

My theory is, that he drank full and is now descending (becoming a woodsman), possibly placed there to "welcome" Naido like Hulk Hand guy probably is right there in jail to protect her.

My initial thought was that the drunk is Billy. It's this episode that we are introduced to him, and this episode where at the Roadhouse Megan and Sophie discuss the last time Billy was seen, storming in and out of Megan's kitchen "bleeding from the nose and mouth". Now I'm not so sure, but at the time I thought it made sense. That conversation and the fact the he was bleeding from the mouth seemed to have some significance. It would explain why nobody has seen him since.

I laugh out loud every time he parrots someone.  The scenes with him imitating Naido's monkey sounds are pure comedy gold. Much like the Fusco brother with the absurd laugh.

I like this theory. But it doesn't explain why he mimics or repeats things.

I just thought he was being a jerk.

My kids mimick each other when they're trying to irritate one another 😀

I keep thinking he's been drunk for so long, but I know it's still the same day in Twin Peaks.  Maybe he'll be more sober and get himself cleaned up a bit on 10/2.

Lynch makes it a point to call him a drunk (rather than prisoner), so his blood, drool and other vocalizations might just be what he does when he's drunk - real drunk.  Although the drool is a strange color and he looks like he's in pretty bad shape.

I suspect he's drunk on something other than alcohol.

I like this.  The "drunk" in the jail cell makes me think of the relationship between Good Coop and Dougie.  Good Coop is stuck parroting things people say and living in Dougie's world.  Since the drunk parrots also, it made me wonder if he is a "twin" of an evil entity -- perhaps Sam fits.  The drunk is stuck parroting and living in a criminal world -- the prison.

He is, perhaps, to the woodsman as Senor Droolcup is to the Giant (as we knew him back in the day).

He could do with an oil-change for sure
