Okay but really, I have trouble with Judy being a lot of these guesses mainly because of the FWWM scenes. 

1) Judy was in Buenos Aires in 1987 and left a letter for Phillip. 

2) Phillip says to Gordon, "We're not going to talk about Judy." implying that Gordon also knows Judy.

3)"Cooper" has already met her.  However I think in this dialogue that has to include Cooper's experience before entering the lodge, and then the dopplegangers experiences since leaving the lodge.

So you can cross anyone off your list who wouldn't also be associated with Phillip, Gordon, and go back as far as the 80's and who Cooper has met as good coop pre lodge and bad coop post lodge.  Although I supposed with interdimensional time travel things are possible...  Who is good at making venn diagrams?

Judy and Jane Evans has a nice ring.

Or maybe she has a doppelganger who has been calling herself Judy.

I wonder whether Jeffries has a doppelganger who has been causing confusion. After all, supposedly we all have a shadow self in the Lodge(s), or in the waiting room to them.

I know Judy was said to be Josie's sister but that was off screen and for the aborted season 3 of 25 years ago. I am not at all convinced that Naido (Japanese) is at all related to Josie (Chinese), though I guess that doesn't mean that Naido isn't Judy. Has Mr.C. met Naido, though?

No, but Cooper has. He met her in the purple room after falling into nonexistence, before coming back through the outlet. If Jeffries doesn't know which Coop he's talking to, that would make sense BUT this means that Jeffries is some type of "all knowing," because of his knowing that Coop would have met Naido/Judy, and should know if he's speaking to Mr. C vs. Cooper (unless he's just messing with him haha).

Which Jeffries could have absolutely experienced Coop meeting Naido because of the scene in "space" directly after meeting her. The metal object is very similar.

Ok so the new theory is that "Judy" is Major Brigg's nickname. ("Judy" as in Garland, get it?)  So BadCoop HAS already met Judy.

Pretty sure that theory has been around since August, 1992.  

I believe they will deliver something a bit more interesting than Briggs = Judy.

I am not on team Briggs=Judy. I have no frakking idea who Judy is, and hope to have my mind hole blown if I find out.

The letter may very well have been dropped off by a messenger who happened to be a senorita.  Doesn't necessarily mean Judy is a senorita.

Phillip also asks for a Miss Judy.  Seemed like there were two separate moments it was implied Judy was a lady.  The only other option is that scene doesn't matter or everyone was speaking in code.  Or I guess Judy could be in costume but I don't know, that seems like a stretch to me.

I was also thinking about the fact that Mr. C was desperate to know who Judy was.  I was also thinking about the fact that his only other main objectives up to this point were to find the coordinates that Hastings knew about and to find THIS.

So my guess now is that Judy is or has become the experiment that he is looking for, since we have seen two "evolutions" it seems likely Judy has evolved as well (monkey symbolism?) and the box that was funded by the millionaire was to catch Judy.  I also think that Judy could be inhabiting someone, and I think that person is Sarah.

One thing worth mentioning is that good Coop probably didn't know who Judy was either. Hence why Mr C doesn't know.

It is not clear as to whom Jeffries thinks he is talking to (C or Coop) or whom he prefers to be talking to.  It is very clear however (to me at least) that Judy is the woman who opened the door to Mr. C, hence Jeffries says "you already MET Judy" (as in a couple of seconds ago) and Coop corrects him "you mean I HAVE already met Judy" (as in the past). The woman reappearing after the end credits kind of reconfirms that this is Judy. 

What is extremely unclear to me (and perhaps u guys can help me understand) is how is it possible  for Mr.C (Bob in reality) to not recognize/remember/feel Judy. He has all the memories of Coop (if judy is a human) and as Bob he has knowledge of all spirits, particularly those connected with Jeffries. 

Mr C is not BOB. BOB left Mr C after Ray shot him. 

Then again. Who knows 😀
