I initially thought it was Mike pulling the strings regarding "Jeffries". Now, I'm wondering if it isn't the Giant/?????/Fireman. Is there really a Jeffries, now?

Sure, but what does that mean? It's definitely not David Bowie's voice, as another actor was credited. But that doesn't mean that there truly is a Jeffries left.
But it MAY mean that. Otherwise the credits might have just said "the voice above the convenience store."
Or more to the point, why would these other characters pretend to be Jeffries? Mr C thought he had been in communication with Jeffries until recently. Ray thought so too, and then became doubtful. If it isn't and maybe never was Jeffries, why is it so important to keep up the pretense? What is Jeffries' role in this story?

Speaking of Jeffries's voice, seriously, worst lip-sync I've seen in a while in this week's flashback footage... You can see his lips move for another second with no sound coming out of them. And when sounds come out, they don't match the lips. And the voice isn't even remotely close to Bowie's. Last week it was acceptable, this week it actually took me out of the scene. They should have kept Bowie's original track, and then everyone would simply have assumed that the 'slightly Bowie-like voice' heard from within the bell/stupa was simply Jeffries getting older or weaker or more ghost-like.

Great question. SOMEONE seems to br impersonating Jeffries- I took that conversation about Ray as an indication that PJ was surprised to hear about the hit.
But it also seemed that PJ was in the dark about Dale/Mr. C.

Not sure it was mentioned already but the actor playing "the fireman" Carel Struyken is actually Dutch. It's a bit meta to use this fact in the script but it's David Lynch so it is very possible he did!
