The FBI hasn't even gotten to Las Vegas yet, and for that matter neither have Chantal, Hutch, and Mr. C. They'll likely arrive in Twin Peaks after the next portal opening.
(spoiler Secret History of Twin Peaks) It now seems that Andy is becoming the torchbearer that Cooper was supposed to be, as was established at the end of the book. Now that Cooper is not up for the task.....So Doug Milford - Garland Briggs - Dale Cooper - Andy Brennan is the historical line.

My favorite guess is that Good Coop will come through the portal and be in Twin Peaks. Whether or not he'll still be Dougie, I don't know. I could see it either way. That begs the question, what happens to Janey E and Sonny Jim.

The actual quote was "I haven't read it. It's his history of Twin Peaks." said during a press conference where Lynch stressed how important their collaboration was. They clearly have a shared vision for The Return and Frost would have based TSHOTP on that vision.
So, TSHOTP is Frost's history of TP. And FWWM is Lynch's history of TP.
