The "drunk" has a piece of twine tied around his face to hold down bloody gauze - with a nice bandage to boot. Oil, rather than blood, seems to be leaking from his mouth. Andy doesn't look into the "drunk's" cell when scolding Chad. He seems to communicate in monkey sounds with Naido.
I'm guessing that he is an entity similar to the Woodsmen, but only from the Fireman's team.
Any non-Billy theories about who/what he could be?

I've been wondering a lot about him. I doubt that Frank and Hawk and Andy would just let him sit in there, oozing and festering like that. Chad might, but, well, Chad can't do jack about it at this moment. So I have no idea. Thought Billy at first, but then retracted that idea. Also thought Walking Dead Zombie, but that's just going too far. Maybe Woodsman in training?
Does Chad directly acknowledge this guy? I can't remember. You would think he would call out of help if stuck in a room with a guy who might have a nasty, flesh eating disease.

Good point about them not leaving someone in that state in a cell. There's also the fact Andy doesn't acknowledge him being there either. Maybe he is a possible lodge character.
I was intrigued by the). role of CHAD in that scene. It DOES seem evident to me that he can see the Drunk (Billy?). That Chad is drawn into the noisemaking was really compelling to me (ostensibly, he was mocking, but there was something more happening there when all three of them are making those noises.
I took the icky liquid as a combination of blood and saliva, but there is clearly something UP with the Drunk!
Chad definitely acknowledges him. Andy does not, and if anybody would offer assistance to someone in that condition, it would be Andy. I think Andy is unaware of him. It seems to me Naido may or may not know he's there.

If you look close you can see he (the drunk) has a very unusual bandage configuration.

If an arm personified as a dancing man can evolve into a neuron tree, maybe the FWWM monkey evolved into this drunk, and (like the Evolution of the Arm) only certain entities can see him.

We don't know that. Last we heard, she needed surgery. Who knows how that went.
