There is actually a name for the speech pattern Dougie (and now the injured prisoner) exhibit.  It is called echolalia.  It is not uncommon to find this type of communication disorder in folks with severe developmental disabilities and / or autism.

Haha, Sam, you beauty! (somehow Lizzie Birdsworth's voice entered my mind. If you don't know the old Prisoner Cell Block H-series, this will make no sense to you, but never mind)
