Not necessarily (we have the great northern key as an element in contraddiction with your theory). It could mean that portals (or the portal from the place she was in)open up in that precise moment.

Um no. The monkey doesn't say Judy. Philip Jeffries repeatedly refers to Judy in Fire Walk With Me, and in The Missing Pieces, as in "I'm not going to talk about Judy." In FWWM, after he says this we see the superimposition of a chattering monkey. I think Naido sounds like a monkey, in any case.
(Update: I watched the scene, below, again and there is an awful lot going on in that sequence. The monkey appears about 3 and some seconds in and it's not as obvious as I remember. There might have been another take somewhere that had the monkey chattering more?)

I too thought the drunk and Naido in the jail cells totally sounded like monkeys, and I thought about that darn monkey in FWWM, which I always assumed to represent early, base humans.
But did y'all think the drunk the jail was "Billy"? He matched the description given at the Roadhouse.
As for Josie, she was Chinese, right? I suppose she and Naido could still be some kind of spiritual sister. More important than being Asian was the way Naido's body was squirming, naked and frightened, in the forest. That resembled Josie before she died. Methinks there's some supernatural connection between the wood in the forest and in the Great Northern. Maybe Doorknob Josie unlocked a portal for Naido?

430 is my fav mystery of all and I hope this bears out: the ringing in the Great Northern heard by Ben Horne is an overtone series rooted on an A, which is around 430 hz.
(Also, when Doc Jacoby strikes the golden shovel, we hear an A and E, which is, again, an overtone series rooted on A. But, it may be that Lynch was using keyboard synths to create these sounds, and A is just his go-to note.)

Good catch! I think Las Vegas is in the same time zone, but South Dakota isn't. Maybe we aren't meant to think too hard about these details though.
Twin Peaks = Pacific ST
Vegas = Mountain ST
Buckhorn (as it were, western SD) = Central ST
Each is separated by one hour on the clock. But the clock in Lynch's head is whatever one wants it to be, you know.
Actually the one that shouldn't be there is the one we suspect is Billy. Don't they see he needs medical care? At least bring in a doctor.
I'm not sure that is Billy or that anyone other than Chad can see that person.

Hi there, you're all right, the monkey does say "Judy" in this segment. (In Jeffries' voice?) I feel there's a strong connection between Naido, the monkey, Jeffries, and Judy, but have no idea what it really is. Naido does sound very much like a monkey.
Any PRISONER fans out there? It all reminded me a bit of the last episode of the original British series with Number One's monkey mask. And all those Beatles' songs referenced in this episode, too.
