If Janey E. is her sister and Diane is complicit with Mr C, then she may have set her sister up with a construct made by Mr C.
Lots of ifs, and since a repeating motif I see is that people have a hard time remembering lodge entities unless they are present. Could it be that complicity is you think you get the idea in a dream or a suggestion, not from an exterior person? So it awakens or changes what is inside of you. When you are near the entity again you address it as something separate and remember it but away from it, this was your dream and inside voice. Could the lodge be that which compels people and feeds off of the reaction to these compulsions? So Diane may be complicit but what does that mean?
This whole episode and the loss of memory exhibited makes me think we are looking at a place or plane that isn't physical but resides in the subconscious when you are near it, but that place wants to be physical, it wants to be real and that is the struggle, and that is the struggle Laura won but not letting it in.
But I think she's lying. I don't think Janey-E is her half sister. She's just telling them what Mr C told her to say, or something. That is, if she is indeed in cahoots with him.
Gordon did sense that something was wrong when she hugged him. It's possible she was acting then, and she's acting now.
Wild speculation (all good Lynchian fun):
I'm wondering if somehow Janey-E could be a tulpa that Diane created?
They don't have to be identical to their creator.

Certainly possible. Lynch/Frost introduced the idea of a tulpa for a reason.
One of two or three times I said out loud "nobody predicted that!".
"What do we know that we haven't asked her about? We'll figure it out."
I love this plot twist and how it was discovered. I think Gordon's intuitive skills, which we questioned during the scene with the French woman, are fine and dandy.
Diane is wearing the same outfit she used in the bar scene during which she searched the coordinates and found they were for a location in/near Twin Peaks. We assumed that scene took place late at night after the bar closed. It could have easily been early morning before the bar opened - immediately before the scene where they discuss Major Briggs and the ring.

True. I was surprised that after the bombshell about Janey E, Gordon never asked Diane what she and Cooper discussed regarding Major Briggs. That was the point of his questioning, unless that was just to soften her up to talk.

That's exactly my thinking, what if Diane is aware of everything and she helped Mr. C to manufacture Dougie and she even introduced him to her half-sister Janey-E to keep the track on Dougie.
Diane has lied before
One thing is certain:
Diane deliberately pointed them into Vega's direction.
Let's address this gigantic connection handed over on a silver platter.
Jane Evans is Diane Evans' sister. I am really disappointed in myself for not seeing this one coming. It's a perfect plot line stinger for soap operas, and this show is great with its wonderful distortion and parody of it. Putting Dougie with Diane's estranged sister is absolutely incredible. Introducing Janey-E before Diane is maybe what hid it from me. Killed the anticipation. Round of applause to Frost/Lynch on this one.
But for the context, I'd have laughed out loud. It was so corny. Straight out of a trashy soap opera or Victorian novel. Much too contrived for a credible prediction.
It's always been difficult to pigeonhole TP and The Return has branched out further into other genres, referencing TV and films that it influenced in the first place. It's good to be reminded sometimes that TP is still, also, occasionally bit of a soap.

The lines could have been cut/pasted from "Invitation to Love".
Given that it's implied Diane and Cooper had a romantic liaison, what do you think her reaction is going to be, should she meet Janey-E and "Dougie".
That's going to be fun.
Fuck you Janey.
Book it.
And Mr. C is Mr. Todd's boss so is presumably always keeping an eye on Dougie & Janey E?
But does Diane know that Dougie is a "tulpa"? She knows the name of Janey-E's husband, but maybe she doesn't know what he looks like. If she does, she would certainly know that he's just a phony copy of the orginial Coop, and therefore she probably knows almost everything about Mr C's plan.
One thing is certain:

Yes. She has been waiting for them to ask. She knew they would find the ring in Briggs stomach and follow thru. Why would Diane or bad Coop want or need the FBI in Vegas? To kill Gordon and Albert? But they haven't succeeded in getting rid of Dougie yet, so why would they want to bring in people who could interfere?
I find it impossible to believe that Diane doesn't know Gordon and Albert are reading her text messages. She is playing some kind of double game here. And she was too quick to cough up her revelation about Janey-E. It really doesn't matter whether or not they are really sisters. Motivation is what matters.
