Interesting idea. Pretty sure this bar-- or, at least, this filming location-- was where James Hurley went during his affair with the wealthy heiress... FWIW.

Can anybody confirm this? I'd look up that episode of the original series, but I'm at work ...

Can't really confirm or deny.  Can't find any good pics of James and Evelyn showing the bar around them. This is a great big MAYBE.

But it's definitely NOT the same bar where Donna shows up.

It seems that there is no seats behind the wood pillar on this view (pillar looks bigger at Smokey Joe's than the one from TP S02) :

The "James Hurley bar" exterior was filmed in LA, Simi Valley (#11) :

Interiors were probably filmed in the 90's in studio or elsewhere, because I just saw interior pictures of Santa Susana Cantina and it's very small and crappy.
