My deductive reasoning suggests it's a letter to or from Norma.

The lyrics to James' song.

I'm guessing, given that he burned it after Bobby told him about the note from Major Briggs, that it has something to do with that.

It could be something to do with Norma, but I think it's a bit of a stretch. If it was, then he would have been writing and destroying letters to/from her, and having on and off affairs with her, for most of his life. And he seemed familiar with the guy Norma was with...Eh, it could be about Norma.

Or it could be about the bunny.
