Why didn't Bushnell tell the brother's he had the check?

He set up the meeting.  When Dougie arrived at the desert location the brothers still wanted to kill Dougie and had no idea about the check.

This can't just be a plot hole, there's gotta be a reason...I just can't think of any.

Any ideas, smart people?

Bushnell was later told by the limousine driver that they were headed to Santino's Italian Restaurant, not the desert.  

i.e.,The Mitchum brothers deceived Mullins in coordinating their meeting with Dougie.

 At least, it would appear that Mullins thought everything was copasetic.

 

A $30 million check headed to known organized crime bosses might be something you wouldn't want to speak about over the phone...

Take a step back and review the facts as Mr. Mullins knew them:

  • Dougie had nothing to do with the denied claim
  • The brothers had requested a meeting with Dougie
  • Mr. Mullins had already ruled out the brothers as part of the conspiracy

With this you can believe he felt he owed Dougie a chance to do part of the fun part of the job, make someone's day, so he just piggybacked this on their meeting request.  I mean how many $30 million insured clients to you think they have?  Mr. Mullins even suggest this coverage would be considered fighting outside their weight class.
