If Hastings website was last updated in November 2015 and he was killed at the end of September 2015 who then updated his website in November 2015?

Bill told Tammy he was 43. In the earlier episode, we saw his license, which listed his birthdate as August 15 1973. So, that would mean that these events are taking place at the end of September 2016. I take this website thing to be further confirmation of that.

The way I have come to believe that this Twin Peaks is set in September and October 2015 is through examining the various information. The original series is either set in February/March 1989 or 1990 based on various sources. The film Fire Walk With Me as Philip Jeffries coming into Gordon Cole's office in February 1989 having been missing for 2 years since 1987. It is then one year later to the events of Laura Palmer's death which would make that 1990. However, in The Secret History mark Frost as the events happening in February/March 1989 and Major Briggs disappearing at the end of March after Dale Cooper comes out of the waiting room of the Black Lodge. 25 years later would then mean either 2014 or 2015. Now we know the events currently happening are at the end of the month of September. In The Secret History Tammy Preston receives the archival dossier in August 2016 recovered from a crime scene in July 2016. In this Secret History Tammy mentions about Phillip Jeffries and yet in the recent series when he Jeffries was mentioned she knew nothing about him which would indicate that the events we are witnessing in the series happened before 2016.

In this Secret History Tammy mentions about Phillip Jeffries and yet in the recent series when he Jeffries was mentioned she knew nothing about him which would indicate that the events we are witnessing in the series happened before 2016.
I agree with this, but honestly I don't know how much we should consider SHTP right now. What you say it's true, she also explicitly asks who Jeffries is. She doesn't seem familiar with Coop either, and you'd expect after she had completed the task of examining the Dossier that she would at least mention it (like "Hey Gordon, this guy is the one about whom I read in the dossier you gave, oh and by the way, this Major Briggs fella was the one who wrote it, now that I think of it"). But at the same time, if you read her notes to the dossier, it seems as if the names of Cooper, Jeffries and probably even Albert (though it's been a long time since I've read the book so I'm not sure about him) are completely new to her, which you wouldn't expect after what we've seen in season 3. So I'm not sure how much attention we should pay to the book, considering that Frost himself told that he doesn't believe in "canon" (though he was probably just trolling the audience).
And yeah, in the end it seems there's a lot of confusion about the timeline, as there are also other clues that points toward the events of season 3 happening in 2014. I really don't know what to make of it, but at least for Hastings's blog we have to consider that there's another guy (Heinrich Viegel) mentioned there who might have edited some of the content after Hastings' death (maybe he removed the older posts linked there?). Also now they have removed every (ficticious) entry from the guestbook, but there was one asking "where are you people" (you can find it on the internet wayback machine) posted on november 20, 2015, meaning that it had been quite a while since they updated the website significantly. So no, it's not necessary that the events are happening in 2016 or later and if any I believe they should take place in 2015.
Only about 50% of SHTP is canon, from what I hear. Unfortunately; I was really disappointed - not with the show, of course, but the book (in retrospect, originally it was freakin' awesome). I hope they'll fix things with The Final Dossier.
