Gordon saw dirty bearded men on a stairway. Gordon says he saw dirty bearded men in a room.

Why do you think he didn't say, "on a stairway?"

Ahah i asked the same to myself and my pick is the musicality of the sentence.  *Dirty bearded men in a room* is just perfect,  let's face it!
