Were the manhole covers made to resemble robot teddy's eyes?

Just a minor observation, but it looks like somebody spray-painted circles around the manhole covers in the street, making them resemble... robot teddy's eyes?

The center of the 'eyes' here on the manhole covers are red, and when Richard is successful at opening the vault and dumping all of the stuff onto the table there are flashes of red lights which appear quickly on various spots of the table, as if it is his wild covetous gaze.  I would start from the idea that this is the success of Richard's robot teddy(something like a 'masculine' 'arm', since its the father from Dumbland), compared to the failure of Johnny's because of his being tied up and unable to stop Richard.  Johnny probably put his own teeth in that robot teddy as sort of trophies of his 'masculine' accomplishments in running when he is able to escape Sylvia, braving danger, etc.

 Weren't there similar concentric circles in some of the cave art from season 2 of the original series?
