Does anyone but Chad ever acknowledge his presence? (I would go and spend a lot of time finding out, but someone here probably knows.) I ask because, obviously, if only one character in the scenes seems to see and hear him, the drunk may not be "real." His situation certainly strains credulity. Also, Chad is connected to the Roadhouse, which is where Billy basically "exists" in the show, in the sense that he is either talked about there or (by Audrey) expected to be there.

This was my observation. No one interacts with slobbering drunk man. I believe it is James who says, "WTF?", but I think he's referring to Naido. I thought the drunk was some sort of entity who was present to interact with Naido and annoy/keep an eye on Chad.

Just to be clear, I'm not trying to uncover who Billy is, but who the uncle is.

It's a great theory, but there are always other ways to look at things. Perhaps our thinking about the connections between these characters will lead nowhere. It's all speculation, and fun to think about. I believe that's what Lynch really wants, or he'd give us some answers.
I think it may be worth noting who the people are in real life who talk about Billy. Bing, who asks at the RR, is played by Riley Lynch (David's son). In the Roadhouse scene, then, we get Sophie played by Emily Stofle (David Lynch's wife) talking to Megan played by Shane Lynch (apparently no relation). So each gets us thinking about the director in a different way that points outside of the work itself.
I have been taken by the theory that the last scene with Audrey represents something like her breaking through to the reality of herself as the actress Sherilyn Fenn - or, better some kind of bare reality of the actor without a story - so I am seeing here another indication of a sort of blurred line between the fictional world of Twin Peaks and our own.
But, regardless of whether you are going all the way with me on that kind of reading, perhaps there might be something in the relations of the actors, or David Lynch in real life that might provide some insight into our questions about Billy, the uncle, etc. Or perhaps not. I haven't found anything yet, really. The best I've got is to joke that it's Billy Zane 🙂

Many of us are not sold on the whole "it's all a dream theory." And this gives us something to chew on.
Mynok, we should put together a comprehensive list of all the Roadhouse characters and other peripheral type characters that may be related, i.e. the "farmer" who got his truck stolen and never met up with Andy.

I'd planned on staying out of this rabbit hole, and I'm sure someone else mentioned this somewhere, but if Audrey's story is a meta of some kind, Charlie almost seems like he's her director (I have heard this theory, that he's a stand-in for Lynch) which would support the language about deal and ending her story.
Yet I really hate this theory. I don't like any of the Charlie/Audrey theories tbh, as I think they all have huge holes. So that leaves me with it is what it is. I'll go away now.
