I really don't think anyone from the FBI has Mr C's phone number or is even privy to his existence much less his whereabouts. Otherwise Albert & co would have been tracking him long ago. UNLESS it's Philip Jefferies. He has ties to both lodge spirits AND law enforcement. Since Ray knows of Philip Jefferies AND let's Mr C know this maybe Philip is Rays liaison for his undercover gig with the FBI but he's making it seem like PJ just hired him as a hitman. I think it makes the most sense that it's actually PJ calling Mr C in part 2. Who else knows about Mr C & Bob? And Ray is in prison. I think the reason Mr C questions his identity is because he's questioning his intent.
There's still the matter of the accent not matching up but this doesn't seem to worry Mr C so it could just be a voice scrambler for anonymity sake
I still don't get how Philip was supposed to "miss (him) in New York" since he's a stationary tin machine inside an otherworldly motel, but maybe he can appear in the glass box?
Definitely don't think it's Sarah calling. She would only be calling if she was inhabited by JUDY (of which I'm skeptical) and if she's got JUDY she don't need no BOB
