When at Judys diner, Coop/Richard /wgoever he is doesn't wear a badge but he does say" it's ok I'm with the FBI"
When he gets in his car and stops outside Carries house, the badge is on his jacket.

It could be Coop thought Carrie would be difficult to persuade to come to Twin Peaks, so he wore the badge because even the little details help.
Otherwise, if the different badges, or lack of wearing one, all relate to different timelines, the implications here boggle the mind.
I've also noticed that badge he has at this point is like an old Sheriff badge. Not Fed ID at all. Just a brass badge.....could have come from anywhere.......

Oh I didn't realize it wasn't an FBI badge.... do you have a close up pic?
Here's a photo I found on google. Looks a bit like the playing card symbol or an owl, but as said on the reddit post the image comes from, it could be the FBI pin at a different angle.

Usually, when an agent is showing his badge, it's in a wallet with an ID (I don't remember if in the original Twin Peaks series, Dale Cooper showed it) :

The one showed in Odessa, is stuck on leather, FBI or DEA agents are wearing this kind of shield at the pocket, around the neck or at the belt during a raid for instance.

But, yeah, it's not and ID by itself.
And in this case, a simple shield is also a way to not showing to the audience the ID (Dale C. or Richard X) of the owner. 😉

When he comes in the diner, the pin is in the right position.
As soon as he is sitting at the table, the pin is upside down and also during the fight. And of course at the moment when he asks for the other waitress (Laura / Carrie).
When we see the pin again, it's when he stands up behind the counter, and the pin is again in the right position.
(I've just rewatched quickly parts from episodes 1,2,3, 17 and 18, and apparently the pin is always "OK").
So, I dunno what to think about this, but it's not a coincidence.

I just remember watching him flash that badge around and thinking, "Looks like a kids toy. Nobody will take that seriously and no Fed on earth would have just that."
