The plates with the symbols were crafted by the prop guys to hide the two "exit" signals above the doors in the Tower Theatre in L.A.
I guess that the design of the plates was choosen by Lynch himself.

The phone call to Mr C in episode 2.....
I think it was Windom.
Last we saw of him he had his soul taken by Bob who then inhabited Mr C.
While on earth, Windoms quest was to find the black lodge.
Could Windom have called Mr C? He would know how to contact that brief case......
He would want to be with Bob again......
Not Windom. Lynch has stated somewhere how he hated that character (but not the actor) and had he been involved at that time, Windom wouldn't have ever existed, which is why he was annihilated in the season 2 finale.
Yeah, I'm pretty sure Windom Earle wasn't present in the third season at all. Lynch has been quite vocal about his feelings on that particular character.

some long ago post we did some photo comparisons of Windom's briefcases in his cabin with Leo and the case Mr. C used in the motel with Daria. While possibly not the same exact film prop, it seemed pretty suggestive of being one and the same briefcase. Real similar. And the bonsai, as Julie mentions, has Windom history. I have to think those were an homage to Windom if not exactly an endorsement.
For argument's sake, if it were Windom, why would he say, "I missed you in New York"? Inscrutable dialogue meant to obscure? Or can Windom be plausibly credited with saying such a thing?

I'd never made those connections before between Naido and the experiment, but they are hard to refute. Just more reasons why we need more Peaks!
