Perhaps Lynch dressed him in that so we could see there was definitely something different about him and that he "went somewhere" ?

American girl says "when you get there, you will already be there"

Is she talking about Mr C or Dougie?

And

It reminds me of when in OS TMFAP says "when you see me again, it will not be me"

Does he mean that Coop will see the dwarf again, but it will actually be someone else? Who?

He also says "she's my cousin, but doesn't she look just like Laura Palmer ?" Has Laura's doppleganger or Maddy taken on the appearance of  TMFAP?

"when you get there, you will already be there" could possibly be referring to the fact Coop will be replacing Dougie when he arrives. But it also sounds like a buddhist koan, something to put Coop in a certain mindset or, interestingly when you think of Coop-Dougie, to clear the mind.

Finally started a rewatch of TR last night, watched part one. One thing I haven't seen too much talk about was this bit of information Sam divulges to Tracey:

"But the guy I replaced, he saw something once. What? He wouldn't tell me. Or couldn't tell me."

Which begs the question; who was the previous watcher and what exactly was it he saw?

I always thought it was Dougie she meant bug perhaps she meant both Dougie and Mr C

In my opinion ,  it's not impirtant who it was that saw something,  just that he DID see something

Maybe he saw the experiment too (Tammy says that on a video something happened in the glass box but it was unclear).

And if Mr C. was the billionaire behind the glass box project, we know he had many tricks to force the previous watcher to shut up. Or to shut up forever.

Well that's the thing: did he see the experiment? In my head the experiment appeared in the glass box because it was following Coop, who we know was being chased in the mauve room and appeared in the glass box just before Tracey and Sam entered the room. So theoretically, it could possibly have been something other than the experiment that the other guy saw.

SOOO many questions about this specific character "Experiment".

We've got:

Experiment

July 16th, 1945, Experiment that vomits out Bob and Laura.  What happened to this "character"?  Is this and Experiment Model and Judy and Mother all the same?

Experiment Model

September 2016 (ish), Experiment Model appears inside a glass box in New York.  Is this the same "character" of Experiment or something new??

Mother

Mother is heard pounding on a door/wall in an attempt to get at Cooper when he is in a strange place over a purple ocean.  Is Mother also Experiment or Experiment Model?

Jowday, Joudy, Judy

Is this Gordon and Jeffries name for Experiment?

I would agree,    it seems fairly certain that the prior observer got a glimpse of the experiment.    Maybe it even happened during tape swaps,   so that the only thing he had to go on was his own memory.

And another question : how the FBI got this picture ?

Maybe one of the previous watchers was an informer.

That actually makes a lot of sense,   as we know that Cole was certainly  not adverse to using informants,   although their entire knowledge of what they were working on would likely be severely limited.
