I'm of the mind that Unrecorded Night (or whatever the final title) will be in the Twin Peaks universe, but not Twin Peaks per se.
Similar to what Mulholland Drive would have been with the "Audrey goes to Hollywood" storyline. A Twin Peaks connection without being Twin Peaks.
Though I think in this case UN will have a tighter connection to TP's than MD would have had.
