Why does Mr. C want to know so badly who Judy is?

Can we assume either that Bob doesn't know either, or that Bob wants to keep that knowledge hidden from Mr. C? 

Would a resurrected Coop have knowledge of Mr. C's comings and goings - and for that reason Mr. C isn't allowed :-)all knowledge?
