I think the spirits aging is just a technicality of the actors aging, there's no way around it in the show, so they're just shown aged.
Because this episode seems so specific about 40's and 50's I think it must be the original Laura. I think showing a scene in black and white is Lynch's way of likening it to the way film and TV was in 40's and 50's. He hasn't used black and white many times.

Yup! I saw the whole thing about BOB's orb being in there and requiring action from the part of ?????? and his female ally as a response to Mr. C losing BOB too.
