I wonder if it's talking about the white horse possibly. Every time that horse has shown up, death has occurred.

Was is "Drink full and descend" or "Drink full and ascend"?  I couldn't tell.  He slurred the "d" from "and" into the last word, making it unclear.

I don't think the lady in the dress was Bob's mother. She witnesses Bob's creation and sends out Laura as a response to it.

Yes, I agree.  Which was weird, because we always thought Laura was just another victim, and if ever there's Bob's nemesis it's Cooper.

But now it seems Laura's soul could be Bob's nemesis.

It's an atomic thunderstorm, one of the things caused by a nuclear explosion.
