I think Dopple Jeffries has made himself a drug lord to obtain money and thus power in the world, and is the "billionaire" owner of the glass box, which Dopple Coop is searching the location (coordinates) for.

Colombia's biggest export is coke and that's the drug that Red is distributing. I also think Red is either possessed or some way related to the Black Lodge due to.his magic trick.
I think Jeffries was in Buenos Aires searching for another entrance to the Lodge (there's supposed to be an entrance to the Hollow Earth in Tierra del Fuego according to myth).

In the motel, Bad Cooper doesn't even know for sure if he's talking to Jeffries. I'm pretty sure this part of the story line is going to expand.
I don't think Phillip and Evil Coop play on the same team. Remember it was the 'other Phillip' that was talking with Evil Coop about missing him in New York back earlier in the season. I am getting the impression that both versions of Phillip are out there somewhere.
Maybe one Phillip taught Evil Coop how to cheat the system. He is the one paying the Vegas connection to end Dougie. He is the Phillip that Evil Coop seemed to be trying to talk with back in the hotel room, but discovered it was not. Evil Coop made an offering to Evil Phillip to work with him by obtaining the informants name from Albert many moons ago. We know Evil Coop had his own South American bungalow.
While the other Phillip is trying to help Good Coop. He is hiring Daria and company to take him down when he is most vulnerable. He would also know the current time advantage that would have for Good Coop from some of his own experiences. He is the Phillip contacted on the way to the Farm.
Naw. Phillip Jeffries died during the events of 'Fire Walk with Me'. Bad Coop has been using 'Phillip Jeffries' as a cover since then. So when what's his face is leaving a message for 'Phillip', he doesn't know that he is actually informing Bad Coop of his plans. Bad Coop created the 'hit' on himself so that he could direct his associates greed to his purposes.
That's my theory, anyway
