I think it's definitely a reference to the one in FWWM, but not sure it's exactly the same.
The fact that it's called "convenience store" makes me think this is a mock-up town built for nuclear testing purposes only, and no real people really go there, but as it was the site of the explosion, the Woodsmen gathered around it.

Im guessing that the dust men's first gathering place after their creation was a convenience store and maybe they've continued to meet in other convenience stores ever since.
Wait, Zack, it was never said that that store was in Twin Peaks. Plus it was shown mixed in with Phillip Jeffries reappearance scene which was in Philly, and Jeffries who claimed he's seen that room came from Argentina.
I guess they never actually did say where the store was but I always assumed it was located in Twin Peaks.
Then again Coop never found the store and now you almost have to assume that the E08 store is THE convenience store they had always been talking about. It just seems odd that they would have meetings in multiple convenience stores in different towns...like they had a penchant for them and were somehow able to find similar ones with rooms above them to meet in...lol.

It only says New Mexico before the bomb exploded. Then the camera goes into the explosion, and then we see the convenience store. That way we assume it's still in New Mexico, because it doesn't say elsewhere.
