So if the charcoal men are a result of the atomic bomb..that would make sense that one would show up with the body of Major Briggs but what does this have to do with Bill Hastings?
Maybe the Charcoal Men/Woodsmen"possess" people and leave just leave them after having used em as vessels as Bob does, but they have no real problem in having to go back to the Lodge (Bob is a little bit "the rebel/fury of his own momentum, and he wanted Laura badly...now we probably know why also). Watching Hastings face in the cell after her wife showed up felt like he kinda "got it"
1. that her wife was a bitch.
2. that he was fucked.
3. that her wife knew something more that he did regarding "dreaming about being in the assassinated girl's apartment" (just think bout the scene in which BadCoop shoots her and the connotation this has to do with BadCoop secret intentions and web of "human helpers")
4. I felt like he was being "de-possessed" like the change in expression we were used seeing on Leland face and then the charcoal man left.
My guess is that the charcoal man was link to Hastings via her wife which was a BadCoop agent, possessed him and made him kill the girl, that Dougie probably lost his ring to a bet against BadCoop or some mafia linked to him so both Hastings and Dougie could be framed for the 2 murderd (major Briggs and the girl). So probably BadCoop placed Dougie engagement ring into Briggs' stomach to fra Dougie and have him have the cave ring (who puts the ring on dies). And Hastings wife was knowing all of that helping Cooper.
The charcoal men seem to me like watchers following how the events will develop, intervene when things get nasty for the Black Lodge agenda (whatever that may be, I guess simply pollute the world the more they can) and probably inform the Black Lodge back about facts. Thats why we see him again when we got show Major Briggs headless body.
